When the California High-Speed Rail project was launched in 2008, the rail authority claimed that it only needed $33 billion to build out the whole thing. That figure climbed to $42 billion. In the plan that the CHSRA concocted with Goldman-Sachs, they would get $9 billion from State bonds, $12 to $16 billion from the federal government, $7.5 billion dollars from private investors, and an additional $10 billion dollars from local (towns and cities) government sources. Over the past two to three years, all these speculative sources of funding have vaporized, except the bond money, but that is only available on a matching basis. We know that the federal dollars, now about $3 billion, is all they're going to get. They will not get anything like the more than $16 billion that they need.
And, how can there possibly be any local funding sources when the towns and cities of California are themselves in severe fiscal crisis mode? Which leaves private investment. They can forget that!
This is not rocket science. We all invest in stocks and bonds hoping to make money. We buy CDs; that is, lend the banks money, in order to make money. Why on God's green earth would anyone provide construction capital for a project no one knows the real costs of? We also can be pretty sure that IF this train is ever built and running, it will lose gobs of money forever. Operating expenses for HSR are enormous. This rail system will have to have a money IV drip to keep it alive. Ticket sales will cover only a fraction of the total operating costs. HSR is not a money maker; it's a money loser.
So, where's the revenue return on those borrowed private investments? Only if the government, which is paying for the bulk of the construction already, also provides them. That is, the government will be borrowing money from private investors to build and operate this train. That's not much different than the municipal bonds from the state that will be sold to raise capital funds to build the train. The state will have to pay interest on those bonds as well as return the initial borrowed capital.
In short, we, the taxpayers, will be paying two dollars for every dollar borrowed. California will be on the hook for $20 billion.
And, private investors are going to jump into this financial mess with their capital, and with no guarantee of investment returns?
I don't think so.
ON PRIVATE CAPITAL FOR CALIFORNIA’S HIGH-SPEED TRAIN

Finding: Private capital will not participate without guarantees.
Background: Because there was no profit to be made, by the close of the 1970s, private sector rail operators had abandoned passenger services for profitable freight services. Amtrak, a supposedly public-private corporation, was founded to fill the passenger rail gap.1
Amtrak’s history has proven the wisdom of the former private passenger carriers; including its unsuccessful 1997-2003 attempt to subsidize passengers with a freight rail business. Amtrak has consumed over $40Billion in federal operating and capital subsidies since it was created in 1971 – over $1Billion/year.2
Private ‘at-risk’ capital is not interested in investing in passenger rail because there is no profit in it to keep their businesses a ‘going concern’.
In May 2011, the ranking Democrat on the Congressional Transportation Committee said;
“Private companies did not want to run passenger rail service back then and I am not convinced they want to do it now... two years ago, DOT issued a request for proposals for private companies to develop high-speed rail . . . Not one single proposal was submitted by the private sector for developing high-speed rail on the Northeast Corridor.”3
And the Republican-controlled House Budget Committee followed up with:
"High-speed rail and other new intercity projects should be pursued only if they can be established as self-supporting commercial services."
Nor is private capital interested in ‘at risk’ investment in California’s high-speed rail project. Investors want a subsidy, even if called a revenue guarantee. The Authority’s Board has known this since June 2008. Five months before Prop 1A their own consultants, the Infrastructure Management Group, told the Board that all the operators and equipment manufacturers, and nine out of ten builders, responding to their Requests for Expressions of Interest (RFEI) were reluctant to invest unless a large portion of the capital costs were from State and Federal sources: The report says: 4
“Nearly all RFEI respondents noted that they would be unlikely to commit the resources necessary to participate in a procurement of this magnitude until after strong financial backing for the Project was provided by the public sector.”
Conclusions: The project’s capital development and operations costs are completely dependent on federal or state funding. No ‘at risk’ private money has come or is likely to come to the project without a subsidy or its surrogate, a revenue guarantee – forbidden by Section 2704.08 (J) of AB3034.
