NEWS FLASH: FY2011 HIGH-SPEED RAIL BUDGET ZEROED OUT.

Late news: the final congressional continuing resolution announced on April 12 zeroes out all  funding for high-speed rail in FY 2011 and rescinds $400 million from the HSR FY 2010 funding.
